Conservative campaigners for Leave were reacting partly against the calculated advice and predictions of elite economists and business leaders, that Brexit would lead to recession and long-term decline. Brexiteers often quip that the Liberal Democrats are neither liberal nor democratic.

The Liberal Democrats’ key pledge on Brexit is to hold a second referendum, which would be a straight choice between accepting the Brexit deal as negotiated, or remaining in the EU. They then make it clear that they would back staying in the EU, regardless of what that deal is.

London may seek to change its formal status, but the best option is to renegotiate the terms of its EU membership. This chapter examines intergovernmentalist integration theory, with particular emphasis on the classical and liberal variants of intergovernmentalism. It begins with an overview of the basic premises and assumptions of intergovernmentalism, focusing on its realist underpinnings and the state-centrism that forms the core of the approach. In the 1990s it was the dominant theory of European integration. Like intergovernmentalism, liberal intergovernmentalism emphasises national governments as the key actors in the process of integration. In being more developed liberal intergovernmentalism rejects Hoffmann‟s distinction between high and low politics which had come into criticism following developments in European integration. With integration in the areas of foreign and security policy, clear examples of high politics, Hoffmann‟s fixed „rigid distinction‟ can no longer be empirically supported (O'Neill 1996, 65).

Like neo-functionalism, liberal intergovernmentalism (LI) has faced critique. For some of the criticisms levelled against Moravcsik, see Schimmelfennig (2004: 81-83). Some scholars have taken issue with the predominant focus on states within LI and its concentration only on the domestic and interstate levels. Andrew Moravcsik, the leading author of liberal intergovernmentalism points to the Hotel California that Britain – and the rest of the EU – may now find they live in. We could look to theories of structure and agency, although they might be too broad to shed sufficient light on Brexit to allow a detailed examination and explanation of it.
